Modern adversaries are shifting from direct attacks on physical grid infrastructure to operations that undermine the defender’s confidence in their own monitoring and control systems. 

By manipulating data streams, compromising sensor integrity, or deceiving AI‑assisted stability tools, attackers can create uncertainty about the true state of the grid without causing visible damage. This uncertainty degrades situational awareness, slows decision-making, and forces operators to question whether alarms, anomalies, or stability assessments are genuine. 

Because these credibility attacks avoid the escalatory risks of physical sabotage, they offer adversaries a low‑visibility, high‑leverage means of shaping the battlespace in advance of crisis or conflict.

The strategic danger is that uncertainty scales faster than destruction and escalates more slowly. 

A grid that operators cannot confidently interpret is functionally compromised even when all assets remain intact.
