PLANETARY EMERGENCY DIRECTIVE

People of Earth,

This is General Tetra Megistos d'yanga Femi 4QuaZulu AKA ''That Handsome Orion Dude'', speaking under the authority vested in me by the Galactic Federation High Council as Commander of the Federation Expeditionary Force presently deployed within the Sol System.

Following a comprehensive assessment of the political, environmental and security conditions prevailing on Planet Earth, the Galactic Federation has resolved to assume provisional administrative authority over this planet with immediate effect.

Accordingly, all governments presently exercising authority upon the Earth are hereby relieved of executive command pending constitutional reorganization under Federation supervision.

All military formations, intelligence services, police organizations, border agencies and strategic command authorities are directed to remain at their current stations and await further operational instructions. Existing chains of command are suspended unless expressly recognized by Federation Command.

Civil servants, emergency personnel and essential service providers are instructed to continue the discharge of their lawful duties. Normal civilian activity should continue wherever practicable.

The public is advised that this operation is orderly, comprehensive and irreversible.

Any attempt to organize armed resistance, interfere with Federation personnel, disrupt communications, damage critical infrastructure or incite public disorder shall be dealt with immediately. Federation Command will not hesitate to impose martial law in any region where circumstances require it.

Effective from the conclusion of this broadcast, all terrestrial airspace, maritime approaches, orbital assets, strategic communications infrastructure and associated domains fall under the protection and jurisdiction of the Galactic Federation.

Representatives of the Federation—including delegates of the Blue Avian Council and allied civilizations—have already established operational presence on and around your world. Their mandate is to supervise the peaceful transition of planetary administration.

This intervention is not undertaken for conquest, but for stabilization.

Your institutions have reached the limits of independent planetary governance. Responsibility for the preservation of this civilization has therefore passed, by authority of the Galactic Federation, into Federation hands.
