In my world, as far as i'm concerned '?' 

Gods / Goddesses are ranked by how they can alter the rule-set under which everything else operates. Restriction = weakness; unconstrained rule-writing = transcendence of the category “god.”

--Levels of intervention

• Local bending / exception-handling: Mythological gods and goddesses typically operate here. They throw lightning, reshape landscapes, grant immortality to favorites, or violate conservation in one place while the rest of the universe continues under the same laws. They are powerful agents inside a fixed physics, not authors of that physics. Their power is impressive relative to humans but still bounded by whatever deeper regularities they cannot touch.

• Global parameter adjustment: Imagine an agent that can change constants (speed of light, gravitational constant, Planck’s constant, fine-structure constant) across an entire universe, or rewrite the effective field equations while remaining subject to some meta-laws. This is closer to “god of a simulation” or a high-level administrator of a physical cosmos. Still not free; there remains an outer framework that permits the changes.

• Total authorship of the rule-set: The capacity to define what counts as a law, including logic, causality, identity, time, and existence itself, without residual constraints. At that point the label “god” becomes inadequate because the usual contrast class disappears. There is no longer a stable “nature” against which power is measured. This is the territory of certain philosophical absolutes (the classical theistic “ground of being,” some readings of the Absolute in idealism, or a hypothetical base reality that can instantiate arbitrary consistent or even inconsistent systems).

Why the hierarchy makes sense

Physics itself is a description of regularities. An agent that can only act within those regularities is finite relative to them. An agent that can suspend or rewrite them is more powerful by definition. Complete freedom from any residual meta-rule is the asymptotic limit; anything short of that is still “restricted” relative to a more fundamental layer. This is why many theological and philosophical traditions treat even omnipotent deities as constrained by logic or by their own nature—otherwise the concept collapses into incoherence or pure arbitrary will.

Science currently gives no evidence of agents that rewrite fundamental laws. Observed physics is remarkably rigid; apparent miracles, if they occurred, would more economically be explained as unknown local mechanisms or selection effects than as genuine law-changing. Speculative physics (eternal inflation, the multiverse, simulation hypotheses) entertains the possibility of different effective laws in different domains, but the meta-laws that generate those domains remain conjectural.

Beyond the label

Once an entity can arbitrarily author the ontology and dynamics of any system it interacts with, including systems that contain other “gods,” the comparative vocabulary breaks down. Strength is no longer measured against fixed rules of nature; the rules themselves become contingent products. At that point one is discussing something closer to pure creative power or the capacity to generate entire consistent (or inconsistent) realities at will. 

Whether such a capacity is coherent, instantiated, or merely a limiting ideal is an open philosophical question, not a scientific one. ranking is therefore a clean way to order degrees of freedom: more rule-circumvention = higher rank; total rule-authorship = exit from the ranking. That is precise .

My conclusion: 

Power is proportional to the depth of the rules an agent can modify. An agent that modifies events is powerful; an agent that modifies physical laws is more powerful; an agent that modifies the conditions determining which laws are possible is more powerful still. An agent with no residual constraints has crossed from rule-governed agency into ontological authorship, where the category “god” itself loses its comparative meaning.

OR

 In simple proletarian English: to confuse a being that is restricted by laws with the being that makes those laws is stupid. If something is bound by the law, it is not the same thing as the author of that law. That's basic. There’s no other way to say it.
