My Question:  "Based on Kardashev’s and Kaku’s civilization stage levels, what level of civilization would need to be attained before a civilization could create DNA-activated, semi-sentient AI technology with elements of nanotechnology, such as shape-shifting capabilities? 

Additionally, this technology should be capable of traveling through different spaces, including outer space and inner spaces such as ethereal and astral realms.
